WHITE PLAINS-A New York State Supreme Court Justice throws a roadblock into plans by Forest City Ratner Cos. to build its $600-million Ridge Hill Village development in Yonkers. Justice Nicholas Colabella issues a ruling that invalidated a zone change on the property granted by the Yonkers City Council late last year.
