BALTIMORE, MD-Baltimore County Judge John E. Beverungen has approved developer Steven Whalen’s proposed medical office development in Catonsville, despite the developer’s guilty plea last month to making illegal campaign contributions.
Whalen, managing partner of Whalen Properties, said he was pleased with the decision and called the project “an important one for Catonsville” that will bring good jobs to the region, according to the Baltimore Sun.
Whalen Properties is proposing to build the Southwest Physicians Pavilion, an 89,110-sf, seven-story building that would feature four stories of medical offices and three levels of parking on Kenwood Avenue near the Beltway.
Judge Beverungen ruled that state prosecutors who had charged Whalen found no evidence of a “quid pro quo” with county officials and stated that he did not believe that he had the authority to deny a project proposal based on a developer’s illegal contributions. See story in the Baltimore Sun.
