Rising oil and gas prices are encouraging Houston's energy companies to expand their work forces. A strong construction market also helped the city to achieve the 3.1% increase in jobs for the 12-month period ending in July, according to the Texas Workforce Commission. The Houston employment rate is 4.3%.
