The city's cost for the project, once projected at $35 million, is now at $66 million. City officials view the Target store as essential to providing mid-priced retail in Downtown Minneapolis, but opponents think the subsidy is too much, especially for one of Minnesota's largest corporations.
The project, between Ninth and 10th Streets South, will include other ground level retail as well as an office tower on top.
