Chuck Berry, CACI's president and CEO, says the amendment, if passed, will make it difficult to garner development approvals. CACI has offered its own "Colorado Millennium Blueprint" for better growth planning. That plan calls for comprehensive planning for cities and counties with populations above 10,000, where plans are strictly enforced. It also calls for creating urban service areas, regional dispute resolution, open space preservation, tax reform policies to mitigate tax policy-motivated growth and providing incentives to developers and employers to encourage more affordable housing.
