The project will include office and retail space, 116 affordable townhomes and a parking garage. But the developer and city redevelopment agency must help several businesses and apartment tenants move before the project can begin early next year.
The project is part of Urban Village, a six-year-old, $100-million redevelopment project to restore blighted inner-city neighborhoods.
The San Diego City Council on Tuesday approved demolition at the site, which is bounded by Fairmount and University avenues, Wightman and 43rd streets.
The center is slated to open by summer 2002.
