Calpine and its development partner Bechtel Enterprises Inc. have said that the $400 gas-fueled power plant – which would produce enough energy to power 60,000 homes - would help alleviate energy shortages in the ultra-wired Silicon Valley. But the council concluded the plant was incongruous with the planned light-industrial uses for Coyote Valley, which includes the aforementioned project by Cisco Systems, who was a major opponent of the Calpine project for the same reason. Cisco is the largest employer in San Jose.
