The developers, Morningstar Development and HSA Commercial of Chicago, need the restaurant signed to earn their financing. A bank has required the developers to sign 85% of their tenants of Phase 1 of the development. Phase 1 is to include a National City Bank branch and a Barnes and Noble bookstore. Phase 2, if Phase 1 goes through, will include more retailers such as The Gap, and condominiums along the block-long development. Royal Oak's downtown is one of the top nighttime entertainment spots in Michigan.
