Stallings will pay a $10,000 fine after pleading guilty to charges of failing to disclose gifts given to her by Moores and for improperly participating in council votes on the new ballpark.

The seven-month investigation had stalled a $1 billion downtown redevelopment project. Mayor Dick Murphy and Padres President Larry Lucchino say they hope the ballpark can be completed by 2003. Murphy says Stallings' decision removes a major roadblock to the project, although it remains hampered by several lawsuits.

The City Council will hold a special meeting this afternoon to discuss the project and the city's options. The Padres and city officials would like to renew construction on the Downtown project within a few weeks.
