A local group, however, which calls itself the Committee Against Overdevelopment, has filed suit in Morris County Superior Court to block the project. The basis of the action is CAO's contention that the local zoning board should have had first call on approving the project, not the planning board.

That's the legal angle, but the underlying reason is that CAO is a group of residents opposed to further development. Among specific development-related issues CAO is raising are shared entranceways for the two components and visual impact of the four-story seniors' buildings.

Named as defendants in the suit are the planning board and Westminster Realty, plus two unnamed planning board members listed as individuals. Attorneys for both sides would not comment.
