The St. Paul Port Authority is also considering a new 15- to 24-acre business center called Phalen Westminster just north and east of the Port's Williams Hill Business Center.

The Port is managing a $10-million public-private effort to connect the RiverCentre complex with the downtown skyway system.

Last year, the Port was involved in building 750,000 sf of office space valued at $120 million. In addition, Minnesota Life used the Port's management services in its new 401 North Robert building in downtown St. Paul. Also, the Port sold its Empire Builder Business Center to the Minnesota Association of Counties and the state of Minnesota.

"We had a very busy … year and we don't expect a slowdown next year," said Bill Morin, the Port's director of real estate.
