Community opposition to the projects was strong. Two groups tried to secede from Escondido's sphere of influence last year to prevent any annexation.
The Local Agency Formation Commission, a state agency that has the power to set municipal boundaries, scheduled a public hearing April 2 in San Diego to consider their request.
The city, which has little land available for industry, has been looking at the area for possible industrial development for nearly 10 years.
