The city of St. Paul has entered into a tentative agreement Historic Irvine Park Association in which the 115-year-old Armstrong-Quinlan House would be moved to a parking lot just south of Ryan Street on Chestnut Street in nearby Irvine Park. There, it would be renovated for housing.
The city would spend $2.4 million to move the large, heavy brick house and give it to the neighborhood group, says Brian Sweeney, head of the city's planning and economic development department. The neighborhood group sees the deal as a chance to preserve the building and to influence some of what goes up near the historic district. It plans to find a developer to renovate the building, which was originally a duplex, into housing and then sell it.
The house, which has been vacant for years, is on the National Register of Historic Places as the last house in Downtown St. Paul.
