The district is a 60-block mixed-use area between the park blocks and Interstate 405. The commission favors maintaining the high-density residential zoning in the area while easing restrictions on commercial office development.
Specifically, the commission endorsed a proposal that allows a developer who builds more than the required number of housing units would receive housing credits to sell to another developer who wanted to build a largely commercial project in the neighborhood.
Also endorsed by the commission was a proposal to give developers the ability to add an extra floor to their design in exchange for a donation to the city's affordable housing fund. Other development bonuses are bring recommended for larger and middle-income units, and for developments that include underground parking.
