The apartment vacancy rate in the county dipped to 2.1%, further tightening of an already difficult housing market for renters.
Apartment rents are now outpacing the county's inflation rate, which was the highest in the nation during the last half of 2000. The countywide inflation rate is now 6.8%, according to Labor Department statistics.
