The changes made county commissioners include repealing a 1979 ban on development within wildlife areas designated by the Oregon Department of Fish and Wildlife. The DFW has designated the land as part of a deer migration corridor, but the designation never prohibited development, only the county's 1979 ban.

In addition to repealing the ban, the county also amended its zoning rules to allow resorts in the migration corridor as long as the developments are not in areas deemed by the DFW as a priority for deer migration. The land in question is not, according to the DFW, as it holds only a very small percentage of all deer tracks in the corridor.
