The certificates are scheduled to be sold April 18 through negotiation with Morgan Keegan & Company, Inc. and BB&T Capital Markets. The rating is for the county's general obligation bonds.

Tourism and future development is expected with the expansion of US 264 and construction of a new bridge connecting the mainland to the outer banks, which will shorten the trip from the western part of the state.

Most of the bond money is set aside for a school and new courthouse in the county seat of Manteo, but commercial applications include a $1.7 million plan to add new hangars at the Dare County Regional Airport.

The county along the coast in the northeastern part of the state is also known as the outer banks. It's perhaps most recognized for its Wright Brothers Memorial in Kitty Hawk, and for its beachfront attractions.

There are only 29,967 year-round residents, but summer tourist's number as much as 250,000 a day, according to U. S. Census figures.
