"Evanston has to take into consideration so many perspectives along each step of the way with any economic development project," says IAMMA member Michelle Saddler, who nominated the city for the award. She also lives in Evanston, home of Northwestern University and other non-profit groups that do not pay property taxes.

About 40% of property in the city belong to churches, universities, hospitals and other tax-exempt entities. "In my opinion, the city works through continuing challenges and has been able to sustain a desirable community that is culturally and economically diverse," Saddler says.
