MINNEAPOLIS-Xcel wants to avoid paying some $20 million to move its underground facility at Fifth Street in Downtown that is in the way of the $675-million light rail line, so it is appealing a federal judge's order.
The appeal, filed this week in US District Court in Minneapolis, continues Xcel's legal quest to avoid the $20 million burden of moving its facilities.
