The San Diego Unified Port District approved documents Tuesday that will allow the developer to break ground on the project, including cash infusions from the Teachers Insurance and Annuity Association and the New York State Teachers Retirement System.

Manchester plans to nearly double the size of the 875-room high-rise near the San Diego Convention Center. The expansion would add another 750-room tower at the corner of Kettner Boulevard and Harbor Drive.

Financing can be finalized in time for construction to begin June 25, Manchester officials told the board, which voted 6-1 in favor of three resolutions clearing the way for the developer to begin the project.
