The 570-foot-long bridge would span over the existing Santa Fe Railroad, San Diego Trolley and Coaster tracks between Fifth Avenue and Eighth Avenue along Harbor Drive, connecting the Convention Center and Bay to the Gaslamp District, ballpark and East Village. Alternative locations that have been proposed for the structure include Fifth and Eighth avenues.

The city retained Tucker Sadler Noble Castro Architects to prepare the conceptual design, feasibility study, structural engineering and construction cost estimates for the bridge.
