Specifically, the plan sys the removal of the westside Ross Island Bridge ramps would open up the four blocks beneath it for development while maintaining its connections to Interstate 5. Eastbound traffic entering the bridge would be rerouted onto Kelly Way.

From Arthur to Barbur, Naito Parkway would be redesigned as a two-way neighborhood street with on-street parking, wider sidewalks and possibly bike lanes. Such a project would also open up new development parcels.

The changes would reduce evening rush-hour traffic on Naito Parkway and at Barbur Boulevard and Hamilton Street, city projections indicate. But they would increase projected traffic at Barbur and Arthur and along Corbett Avenue south of the bridge.

Alas, the council acknowledges there's no money for the project as yet.
