The site is north of La Costa Avenue, straddling Rancho Santa Fe Road on the east. The project would include a business park, two community facilities, a community park and a proposed elementary school.

Some residents are concerned about traffic and school overcrowding. Others favor the project, saying it will bring new roads and open space. Morrow Development would set aside about 900 of the project's 1,866 acres for a wildlife preserve, which would be accessible to the public. Morrow would make a $1.5 million endowment to maintain the natural habitat.

The developer also would extend Poinsettia Lane east to alleviate traffic off Palomar Airport Road, and widen part of Rancho Santa Fe Road to six lanes.
