The African-American developer tried to win permission from the city of Detroit to be one of the developers of temporary casinos in Detroit on Nov. 20, 1997. He made it past the first cut, but Mayor Dennis Archer chose three developers, one of them out-of-state, another local and one from elsewhere in Michigan. Detroit is now paying out massive amounts in lawsuits because the permanent casino plans fell through.
