Lord Falconer told delegates the Government intends to streamline planning by speeding up the system and removing inconsistency over decisions. Falconer refused to be drawn on the specific content of the Green paper but he did not rule out delegating the planning function from local authorities to private consultants, or revising the Use Class Order. And he told GlobeSt.com that he would not hesitate to use new powers to ensure that local councils met deadlines for processing planning applications.
Falconer said that the planning presumption in favour of town centre development over out-of-town schemes would be reviewed, but its broad thrust would remain unchanged. 'We want town centres to be the locations of choice,'said Falconer. He said urban regeneration was 'an idea who's time had come'.
