Cynthia Skovgard filed the document to circulate an initiative petition requiring citywide votes on any general plan amendments that would result in increases residential density or step up use of commercial or industrial land.
Escondido and Solana Beach have each adopted slow growth measures in recent years.
Skovgard must collect 2,398 signatures of registered city voters to place the measure on the November ballot - 10% of the city's 23,972 voters. San Marcos, with a population of about 58,000, is the fastest-growing city in the county.
Skovgard, who three times has run for, and lost, City Council, said policies adopted by the City Council have resulted in growth-related problems such as traffic, smog, and overcrowded schools. The statement accompanying the proposed ballot measure alleges the council "continues to be unduly influenced by special development interests" and continues to pursue "poorly-planned projects."
