Heavy industry on the river continues to pose land use conflicts, while adjacent neighborhoods struggle to provide a quality environment that attracts new investment. On the other hand, the Upper River is perhaps the best potential large-scale amenity awaiting development in the city.
The master plan area extends from Plymouth Avenue/8th Avenue NE to the north city limits. CAC will begin meeting in April. More than half of the linear riverfront along the Upper River is owned by public agencies.
Of the 30 members, 18 will be from the neighborhoods, six will be environmental representatives and six will be business representatives. There will also be two alternates for each member. These members will be chosen by March 8, and they will chose 10 more members who will then be selected by the CAC.
Planners say the main benefits are 2,500 housing units in new riverfront neighborhoods, 90 acres of new park, 15 miles of bike lanes and recreational trails, four miles of restored riverbank, 5.25 miles of parkway and boulevard, and 2,000 new jobs, and more than $10million in additional annual tax revenue.
