Under the new law, developers have three years to finish a new project, or local officials can order the unfinished structure to be torn down. Developers are allowed a one-year extension beyond the three-year limit on construction permits, but an application for an extension has to be approved by the local community. The bill was introduced by state assemblyman Alex DeCroce (R-Morris County), whose district includes Parsippany.

The new law replaces one that permitted developers and builders indefinite extensions on their building permits. All a builder had to do was demonstrate some construction progress every six months, and for many that has amounted to little more than putting up a new beam or painting over some of the emerging rust.
