Sullivan has an option to buy the land along busy Sheridan Boulevard, which lies between two parcels of city-owned open space. Sullivan's plan, however, calls for 22 acres of open space that allows a trail to connect the two city parcels.
Some citizens contend that Westminster already is plagued by almost 500,000 sf of empty retail space, and another shopping center isn't needed.
Sullivan's plan would call for one big box retailer, a Super-Target, while the earlier plan would have had two big box tenants.
The city's planning department is analyzing whether Sullivan's plans would create additional tax revenues, or it would just cannibalize sales from existing shopping centers.
The land is zoned for offices and housing, two uses that typically create less traffic than a shopping center.
