Jefferson County must now conduct an environmental impact study before it can approve the plan that would allow the resort to be constructed. The county had determined late last year that the proposal likely wouldn't be environmentally destructive.
Plans posed by owners of the Pleasant Harbor Marina, Chuck and Betty Finnila, call for creating a 260-acre resort, which would include a 300-room hotel, conference center, 120-seat restaurant and 18-hole golf course. The estimated cost of the resort is roughly $50 million. The owners say they have spent five years and more than $4 million already upgrading the marina.
If built, the Finnilas figure the resort will employ roughly 200 people, about one-tenth of the area's population.
