Proponents see the measure as a means for generating more revenue for various government entities, as is the case for the Manette Elementary School building, which was vacated by the U.S. Navy three years ago. Detractors argue the ordinance change will destroy the character of various neighborhoods in which these semi-public facilities are housed.
The council already adopted such a policy regarding the recycling of such facilities, but this evening's vote would make it official.
If city officials don't approve the switch, the public buildings that become vacant likely will be demolished, according to the ordinance.
