The RTD's tax collections are down 8.7% in the first quarter.
Rather than cut service, the transit agency plans to cut or delays such things as park-n-ride expansions, property acquisitions and building projects.
The RTD was counting on receiving $53 million in sales and use taxes in the first quarter, but instead, collected $49 million.
