What officials have in mind is a redevelopment of the derelict site, according to a spokesman, and the council is expected to issue an RFP once it has the property locked up. The process will be complicated, because ownership of the property is clouded by several liens against it, as well as the fact that a number of local private investors are holding tax sale certificates on it.

The effort is part of a larger effort by city officials to redevelop a number of vacant properties within its borders. Most recently, the council issued an RFP for the redevelopment of the Twin Cities Building, a downtown office property.
