When completed, the 1,100-acre ski and golf resort north of Boise would be valued at $1.2 billion.
Idaho's land board approved a lease of 2,100 acres for the project, which includes a golf course and a resort hotel.
The championship golf course would be built next to Lake Cascade.
The proposed resort also includes hundreds of resort-based housing units and hotel rooms, conference center facilities, and retail and restaurant sites. There will be a country club, spa, fitness center and racquet club.
