The council approved the rezoning and a preliminary planned development for the 36-acre site before some 250 people who packed the city hall.

Eagan is the seventh suburb Copeland has eyed for the project, two of which officially turned it down.

The site, which had been zoned agricultural, is near Lone Oak Road, Minnesota 55 and the Inver Grove Heights border.

Now, Copeland must raise some $60 million from private donors to build and operate the complex.

Dave Engleson of Minneapolis-based Cuningham Group Architecture PA is the project manager and architect for the project.
