Under the action this week by the City Council, the cost of the election will be passed on to property owners in the two areas if the assessment districts are approved, the council says.
The city turned off more than 1,000 streetlights after voters in the Business park and a residential community rejected the proposed districts a month ago. Streetlights will stay off at least until early September, barring action by the council. Owners in the business park have asked for a new election.
Vista does not require that 25% of the property owners in an area sign petitions in support of assessment districts before a second election can be held, according to Vista officials. City officials say they expect to mail new ballots in July and will tabulate them by Sept. 3.
Property owners claim the first vote failed because the city did not provide details about the proposed assessments.
