Specifically, the legislation allows city governments, local school boards and state agencies to force building contractors to live up to labor agreements worked out with labor groups and/or the general contractor. Projects with a cost of less than $5 million are not included, but for those of more than that amount, project labor agreements could involve everything from hours, to overtime pay, to dispute resolution.

Groups lined up against the bill – and taken by surprise by the silent treatment given the signing – include the New Jersey League of Municipalities, the NJ School Boards Association, the NJ Business & Industry Association, and a number of local groups. Among the issues: The impact on competitive bidding, the overall impact on costs and the potential for freezing out nonunion contractors.
