The project, being developed by K. Hovnanian Enterprises of Red Bank, NJ, is rising on the vacant site of the former J. Howard Smith Co. fish processing plant, which closed in the early 1980s and was demolished a few years later. The sitework currently underway involves utilizing some 200,000 cubic yards of soil to elevate the site, which sits at sea level behind an artificial dune line fronting Sandy Hook Bay.

The townhouses will be priced at $300,000 and up, and will have a view of New York City, approximately 20 miles to the north. The project is also located near a new ferry terminal in Belford that provides service to New York.

Development of The Dunes at Shoal Harbor will be followed by a commercial mixed-use project on nine adjoining acres. Specifics of the commercial complex haven't been announced, although it's expected to include a retail component.

Simultaneously, the Port Authority of NY/NJ and Bayshore Development, a Middletown-based private, non-profit group, are exploring ways to combine the commercial project with further development around the adjacent Belford Seafood Cooperative, home base for one of the Jersey Shore's commercial fishing fleets. Among the possible uses being explored is everything from an office complex to an aquaculture center.
