Clackamas-based Pacific Land Design, known as PacLand, wants to build the store at the northeast corner of the Northwest Cornelius Pass/Baseline Road intersection. The developer has proposed a package of infrastructure improvements that includes the widening of Cornelius Pass to five lanes between Northeast Samantha and Southeast Lois streets. PacLand would also add left-turn lanes at the Cornelius Pass/Baseline intersection.

The company is proposing berms of up to 12 feet along the north and east boundaries. Company officials have also proposed trees along the south border and a 22-foot wall around the dock area to cut noise and light.

But none of the proposed improvements kept more than 50 neighbors from testifying against the project at a Planning Commission meeting last week. A group of button- and name-badge clad Wal-Mart employees, however, turned out in support of the plan.

The commission continued the meeting and will discuss the issue again on March 12.
