Construction for first quarter 2003 was also down from last year's first quarter, said the report. Spending in first quarter 2002 was more than $628 million for the state. This year's first quarter is at slightly above $550 million, a drop of 12%, said McGraw-Hill.

Residential building, including single-family and multifamily construction, was also down, but in the single-digit percentages.
