Prudential's Jane Holliday said that construction of the new three-storey building, overlooking a new lake, will not begin until a pre-let is in place. "The times are not right for speculative development but we continue with plans for future buildings as part of our long-term commitment to the scheme. It is important to be able to press the button swiftly when the requirement is there," she said.
