The project will be developed in phases with the first phase consisting of 743,000 sf of research and development and office space to be completed by 2007. The second phase consists of 400,000 sf of office space to be completed by 2010. The third phase consists of 300,000 sf of office space to be completed by 2013 and the last phase consists of 740,000 sf of research and development space to be completed by 2016.

The project also includes a total of 8,138 parking spaces and is expected to generate approximately 15,491 new vehicle trips per day. In the state approval, the state's environmental secretary, Ellen Roy Herzfelder, notes that the Massachusetts Highway Department has expressed concerns over the "adequacy of the proposed traffic mitigation measures, and associated environmental impacts, since the project will be phased over a 15-year timeframe." In an effort to address these concerns, the report says that EMC has recently met with the highway department and has agreed to incorporate additional mitigation measures.

EMC needs to get its final environmental impact report approved from the state as well as get city approval before it can proceed with construction.
