Frampton Named Chairman of ULI

East West Partners is the largest developer in the Vail area. It also is developing the $1 billion Riverfront project in the Central Platte Valley in Denver. Frampton is extremely well respected in industry circles and is known as a proponent for responsible and smart growth.

"ULI is about people, not projects or buildings," Frampton says. "Behind every great project is someone passionate about that project, someone devoted to it, who provides unique leadership."

Frampton, 59, will serve a two-year term that expires on July 1, 2005. His priorities as chairman include continuing the momentum begun by ULI for smart growth development, with a particular emphasis on suburban smart growth-more efficient land use in outlying urban areas, where most future growth will occur. Along with the ongoing smart growth effort, he will focus on greater ULI involvement in broadly applicable sustainable development techniques.

The ability of ULI to profoundly influence community growth patterns worldwide hinges on its strength at the local level, on the ability of the institute's district councils to be leading local advocates for responsible land use, Frampton says.

In addition, he will push for a greater emphasis by ULI on promoting sustainable development techniques that produce more "green" (energy-efficient) buildings, preserve more land, and which are environmentally sensitive.

Frampton traces his interest in developing livable, environmentally sensitive communities to his first job in real estate, working in sales in the early 1970s for Charles Fraser, owner of the Sea Pines Co., which developed the resort island of Hilton Head, SC.

Fraser's development philosophy-to "build a way of life, not a subdivision"-was reinforced three decades ago at Frampton's first ULI meeting, where he heard a presentation by the Rouse Corp. on the development of the Columbia, MD, mixed-use community.

For the past 20 years, Frampton has chaired the Vail Valley Foundation, which he established in the early 1980s to promote a high quality of life in Vail Valley through educational, athletic and cultural events. The foundation sponsors myriad activities, including world-class ski racing, symphony concerts, child literacy programs, and global issues forums moderated by former President Gerald Ford, a foundation board member.
