The company is developing the project as a joint venture with the MGHerring Group, a privately held shopping center development company based in Dallas. The mall will occupy a site on 157 acres at State Route 31 and Chick Road, just south of I-8 in El Centro, approximately 10 miles north of Exicali, Mexico, and 120 miles east of San Diego. Dillard's, JCPenney, Robinsons-May and Sears will anchor the mall, which will also include a 50,000-sf movie theater complex and 210,000 sf of mall shops.

The project will be the first development in California for CBL, which has 55 enclosed regional malls in its portfolio of 161 properties in 25 states totaling 59.4 million sf, including 2 million sf of non-owned shopping centers managed for third parties. CBL says it will develop and manage the property, with MGHerring to be responsible for the leasing as well as completion of all permitting requirements.
