Continental's attorney Robert Pew had asked for a waiver for the property that would override the city's big box ordinance requiring large retail outlets to be located 1,500 feet or more from surrounding homes. Wal-Mart wants to build a 203,000-sf store on the site. A second location, east of the Arizona Avenue location, also is under consideration for the project.

Wal-Mart, though, did get the go-ahead to locate a Neighborhood Market in the area at Queen Creek and Alma School roads. That project, which will be part of a 20-acre development by Vestar, won council's backing, minus the drive-through pharmacy component. The retail giant has been battling for more than two years to locate a store in the city.
