The HBA report shows that in from Adams to Elbert counties, multifamily building permit activity through July is down 57.94%, compared with the same period last year.In the first seven months of the year, developers pulled permits for 824 units, compared with 1,959 permits for the same period in 2002.

That is the lowest number of apartment building permits in recent year. Even in 1994, the oldest data released by the HBA, there were 1,471 permits pulled in the first seven months of the year. In July, apartment developers pulled 26 permits in Boulder. No permits were pulled in any of the other counties or cities in the metro area.

However, that still accounts for 26 more permits than in July 2002, as developers pulled no permits in July of last year.
