The complex will comprise a 12,500-seat arena to host major music events and an outdoor "arrival square" in front of the Clyde Auditorium with space for 25,000 people. The "city quarter" will provide a purpose-built island separated from the rest of the site by a canal feature. It will include four multi-storey buildings designated for either residential or commercial use. There will also be landscaped riverside gardens and a proposed light transport system linking Glasgow Harbour to the city centre.

The scheme will be funded by Scottish Enterprise, the European Regional Development Fund and the private sector. The council is expected to grant planning consent later this year and work is due to start early as next year, with the arena opening in 2007.Ian Grant, chairman of the SECC, said: "This is an exciting opportunity for Glasgow and Scotland.
