The request includes $40 million for a genomics research building for the Mayo Clinic as part of the clinic's biotech research partnership with the University of Minnesota, $40 million for financing infrastructure needs for Bioscience zone proposals in St. Paul ($20 million), Minneapolis ($12 million) and Rochester ($8 million), $30 million for a biobased materials and energy laboratory at the University of Minnesota, $5 million for a biotech incubator project in St. Paul associated with the University of Minnesota, and $2 million in equipment purchases for the University of Minnesota biorefining center.

The request also recommends that the state lift a $1 million cap on tax credit incentives for the bioscience zones.
