Edward Crespo was ordered to pay a $200 fine last week, according to the city, the first conviction under a law aimed at curbing behavior deemed disruptive to public health, welfare and safety.

The case stems from loud parties held in October, according to Police Chief Frank Kaminski, when the noisy tenants were ticketed. Although the city admits Crespo attempted to correct the situation, police were called to his building again in December.
