A sales tax for a Twins stadium in St. Paul was defeated by city voters in 1999. Legislators favor a referendum because public financing of stadiums is controversial among constituents. Various committee members believe the best policy is to let city councils, county boards and the Legislature vote on the taxes. Bar and restaurant sales taxes are features of Twins stadium proposals in St. Paul and in Hennepin County.

Also needing a resolution on Thursday will be the role that gambling revenues might play in stadium financing. The bipartisan 20-person committee will try to make recommendations to Pawlenty by Feb. 2, the first day of the state's legislative session.
